Children’s Bureau Releases Child Welfare Outcomes 2008-2011

This Report to Congress is the twelfth in a series of reports from the U.S. Department of Health and Human Services (HHS). The publication is designed to inform Congress and professionals related to the child welfare field about national and State performance on several measures of outcomes for children served by child welfare systems throughout the country. The outcomes address the safety, permanency, and wellbeing of the children, and focus on widely accepted performance objectives for child welfare practice.

Child Welfare Outcomes 2008-2011 is solely available in electronic format. You can find the full report, along with a 12-page Executive Summary brochure, on the Children’s Bureau website. Report data also can be found on the new Child Welfare Outcomes Report Data site, which makes the latest data available for you to view in a variety of ways according to your needs.

Additionally you can identify 2012 outcomes by visiting the Children’s Bureau website.

In one area for example, Numbers of Children in Foster Care, the report found that there was a substantial decline in the number of children in foster care on the last day of each federal fiscal year (September 30) between FY 2002 and FY 2011, with a small exception in FY 2005.

The number in care on September 30th, 2012 is slightly higher than 2011, so the trend appears to be leveling off. Looking at the total numbers of children served during the year, however, the count is slightly lower for 2012 than 2011 (641,000 vs. 644,000).
